This bug happened to me as well. When you get the letter to visit Falkreath, Dengeir is jarl, so he's the one who sent it. After a while, he's replaced by Siddgeir. I guess Bethesda forgot to program Siddgeir to acknowledge the letter that his uncle had already sent.
